Hello,

I have seen pages before (that I cannot find now) that have a background that does not scroll with the web page information.  It`s like the text scrolls over the unmoving background.  How do I create this effect in html?

Background can be fixed with the help of style sheet commonly known as Cascading Style sheet. 

In the head section of your document write the following code: 
<style type="text/css"> 
body {background-attachment:fixed} 

</style> 

and thats it. You are done. simple na :)
